He is wearing two Romanian state decorations: Order of the Crown of Romania, Grand Officer's cross and star, awarded in November 1936. Order of the Star of Romania, commander, awarded in July 1928. The photo was published in March/April 1938, so it must have been taken between November 1936 and early 1938.

I am Demeter Ritter von Tuschinski's great-grandson, Alexander. The photo was published in Pagini Juridice, he was the publisher and founder of the journal. I scanned it and adjusted the scan digitally. The photographer is anonymous - to my knowledge, the name in the bottom right is the engraver who transfered the photo to the printing plate, not the photographer. I can provide a higher resolution digital copy upon request.
