Looking at the WP:NFCC, this looks like it passes all of them.
- I know of no free equivalent; there is one other (inferior) image in the same book. Neither credit a photographer so I have no way of knowing if he or she is living. Since David Buchanan died in 1913 there's a fair chance this is in the public domain anyway, but I can't know that for sure...
- The original role of the copyrighted media is unknown to me. The only place in which it appears is a book, (not written by the photographer), a directory of hotels in Townsville - Wikipedia is not a directory so I don't think this is an issue. Market value is very low in any case.
- It has been published outside Wikipedia.
- It's contextually relevant, being an image of the creator of a notable hotel who named it after himself.
