not only Fort Monroe, Fort Wool (RipRaps), Camp Hamilton, Hampton and Newport News,but Norfolk, Portsmouth, Yorktown, Gloucester Point,Williamsburg and the country bordering the Soundsof North Carolina. One of Butlers duties was tosupervise the exchange of prisoners. But the Con-federates indignantly refused to deal with him be-cause he had been outlawed by President Davis.However, the wily Butler sent a boatload of 500Confederate prisoners to City Point (present-dayHopewell) with an offer to exchange them for alike number of Union prisoners. The Confederateauthorities did not dare to send the 500 men back tocaptivity. So they found themselves maneuvered intodealing with Beast Butler willy-nilly. Butler organized a fleet of army gunboats knownas Grahams Naval Brigade, manned by members ofthe Fort Monroe garrison. This busy little fleetscoured the rivers and inlets of Southeastern Virginia,harrassing the numerous bands of Confederateguerillas. Raiding the James River plantations which
