According to Guidance Case No. 680 [CPC 1] of Criminal Trial Reference, the official documents formulated by the central organization of the Communist Party of China (including the National Congress of the Party, the Central Committee and its subordinate bodies) are "documents of legislative, judicial and administrative nature" as stipulated in Article 5 of the Copyright Law of the People's Republic of China, and are not applicable to the protection of the Copyright Law. They are not protected by the Copyright Law and therefore belong to the public domain.
