Low resolution?

The resolution is low enough that no derivative works could be created.

Purpose of use

To illustrate the Michael Jackson and Bubbles article - to affirm to readers that they have reached the correct article and to provide a valuable visual aid to understanding the subject. The image is significant since it serves to provide primary illustration of the subject of commentary, (Bubbles)

Replaceable?

The image is irreplaceable; a free analogue is impossible to produce as the original will be covered by copyright for the foreseeable future. - Much of Bubbles notability rested on him 'appearing human', by wearing jackets, accompanying Michael Jackson, etc. Thus, only a photograph from the time when Bubbles was in the public eye (1986-1992) would serve such a purpose. Currently, Bubbles is residing at a secure location, making it near impossible for a free image to uploaded. Again, even if it was, it wouldn't serve the same purpose or add as much value as the current image does. No current photograph can show Bubbles and Jackson together. The current image has been cropped and is thought to comply with Wikipedia's fair use image policy.
