Summary
House with FEMA trailer in formerly flooded Broadmoor neighbohood of New Orleans has inscription "WE NEED ELECTRICITY". 7 months after Hurricane Katrina, many people are still waiting for promised "temporary emergency short term" housing trailers; many of the trailers delivered are still not inhabitable from lacking utility hookups and other bueraucratic reasons.
