To those who question the im-portance of such an exhaustive sys-tem for problem solving, the onlyadequate answer is another ques-tion: How important is it to antici-pate the future and take steps nowto insure a continuing congruencewith our changing society? This process for decision makingin the Bell System may not be per-fect (and is, in fact, under constantstudy), but until a better system isdesigned, it seems to be the best,most workable method for solvingthe problems we face today and willface in the foreseeable future. AT&Tat Basking Ridge: Accenton Ecology Nestled in the woods and streamsof Somerset County, New Jersey,Basking Ridge is located 7 milesnorth of the intersection of Route78 and Interstate Route 287, stillunder construction. The village, inBernards Township, is the site ofAT&Ts proposed office campus, acluster of residential-type buildingsset into the heavily-wooded sur-roundings. Construction on thecomplex is now underway. Eldon Hanes, president of the 195Broadway Corporation, has statedthat the offices should be ready forthe first contingent of AT&T per-sonnel—1,300 people from Opera-tions, Engineering, ConstructionPlans and Administrative Services— in mid-1975. Others will move inin gradual stages until the buildingis fully staffed, housing some 3,000employees. While AT&T owns a tract of landmeasuring some 150 acres, only 10percent of it will be used for theactual construction, the rest beingleft undisturbed, thus maintainingthe residential character of theneighbor
