Shiva Rao(1891 - death year unknown),an Indian Journalist and Parliamentarian.The copyrights for this image are with The Hindu.This image is a smaller version from the archives of the The Hindu newspaper.The image is believed to be fair use to depict Shiva Rao whose free image is not easily available as he is dead.This image is probably also in the public domain in India since it was taken before Independence of India (1947).But i am not too sure because of the recent changes in commons public domain policy with regards to U.S. copyright law.
