Purpose of use in article (WP:NFCC#8) The article https://en.wikipedia.org/wiki/Captain_Scarlet_and_the_Mysterons already has the image in it. The image in question was tagged as "Music images that should be in SVG format". This is the SVG format of it. The original image uploader stated that it "illustrates an educational article that includes a critical examination of the excerpt"

This could be seen as a free illustration of the notes since it isn't taken from a printed source but from the original wiki-image creators image that they themselves created.
Minimal use (WP:NFCC#3) This image is of a short excerpt of a specific motif from a specific TV series. It will most likely only be used on articles about the TV series or about the music from the TV series. The excerpt is really short, thus the improved resolution of the new image image will in no way create any harm to the copyright holder.
