The tide was low and the animal was a few inches underwater when the photograph was taken from above the water.
There are mussels(probably Mytilus californaius) and a hermit crab in the pictue.
Identification: This anemone has stripes on the oral disks and tentacles with colored tips. These are characteristics that can be used to distinguish it from A. xanthogrammica as per the site linked to below.
