This image, Alexander Dore First Spy.jpg, is being linked here. Although the picture is subject to copyright, I (Jack1956) am of the opinion that it is covered by fair use provisions of U.S. copyright laws because:

1. it is a low resolution capture of a TV broadcast of the film, and hence copies would have no or limited commercial value;
2. it does not limit the copyright owner's rights to sell the film or derivative productions in any way;
3. it represents only a small fraction of the original film, and hence could not be used to make illegal copies of the film;
4. the image is being used for non-profit, educational, and/or illustrative/editorial purposes only;
5. the film (Chitty Chitty Bang Bang) featuring this image has been broadcast on TV many times
6. the character represented in the image played an important role in a culturally significant film.
7. No alternative free use image available as the subject Alexander Doré (1923–2002) is deceased

This image is a screenshot from a copyrighted film, and the copyright for it is most likely owned by the studio which produced the film, and possibly also by any actors appearing in the screenshot. It is believed that the use of a limited number of low-resolution screenshots for critical commentary and discussion of the film and its contents on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as fair use under the Copyright law of the United States.
