inscribed date is "07/17/08" (1908.07.17)

Library of Congress Prints and Photographs Division Washington, D.C., 20540 USA

Possibly the boy with the (Little) "Nemo" sash is Robert Winsor McCay, the son of Winsor McCay & in later life also a cartoonist/illustrator. The character of "Nemo" was supposedly modelled on McCay's son, & on the date given the younger McCay would have been 12 years old.
