Description
English: A row house located at 1743 18th Street, N.W., (on the northeast corner of 18th Street and Riggs Place, N.W.) in the Dupont Circle neighborhood of Washington, D.C.

Built in 1892 by real estate developer J. F. Mannings, to the designs of developer and architect Thomas Franklin Schneider, the brick and stone Romanesque Revival-style home is designated as a contributing property to the Dupont Circle Historic District, listed on the National Register of Historic Places in 1978.

The building has previously served as the residence of Brigadier General Joseph Green Tilford; the former office of the Persian legation – including the residence of the Persian Envoy Extraordinary and Minister Plenipotentiary, General Isaac Khan Mofakhamed Douley, followed by his cousin Mirza Ali Kuli Khan; the residence of Brigadier General Louis Collardet, a French military attaché; the residence of Henry Glassie; the residence of attorney Francis C. Dart; the former office for Special Approaches to Juvenile Assistance, Inc. (SAJA), precursor to the DC Coalition of Black Gays, and the SAJA-operated Runaway House; and the former office for Sasha Bruce Youthwork's Zocalo Outreach Program and the Rosa Parks Group Home.
