Description
English: Board of Navy Commissioners circular to all naval shipyards date 26 Aug 1835. BNC directs change to the "basis of working hours" to coincide with hours of available daylight, with goal of of 9.53 mean hours for the year at Washington Navy Yard. This directive failed to appease worker demand for a ten hour day.
