앞줄 맨 왼편의 최용건과 닮은 인물은 북조선인민위원회 사무장 한병옥(韓炳玉)으로 되어 있다. 강량욱(康良煜)은 1946년 2월 출범한 북조선임시인민위원회의 서기장이었으나, 1947년 2월 북조선인민위원회로 개편될 때는 아무 직책도 맡지 않았다. 따라서 강량욱으로 지목된 인물과, 설명에 빠져 있는 사진 맨 오른쪽의 뒷줄과 가운데 줄 사이에 혼자 선 사람은 교통국장 허남희(許南熙)와 체신국장 주황섭(朱晃燮)일 가능성이 크나, 누가 어느쪽인지는 알기 어렵다.
According to Articles 39 to 44 of the Copyright Act of the Republic of Korea, under the jurisdiction of the Government of the Republic of Korea all copyrighted works enter the public domain 70 years after the death of the creator (there being multiple creators, the creator who dies last) or 70 years after publication when made public in the name of an organization. Furthermore, with the exceptions of photographs reproducing otherwise copyrighted works of art, and photographs inserted into a work of study or art and produced only for the purpose of inclusion within said work, photographs or other works of a similar form to photography either published or produced in negative on or before 31 December 1976 are now in the public domain in the Republic of Korea as their term of copyright has expired there.
There are exceptional cases. Property rights are to belong to the state according to provisions of the Civil Law and other laws upon the death of a copyright owner without heir or, in the case of a legal person or organization, upon its dissolution. The product must also be in the public domain in the United States.

Note that a few countries have copyright terms longer than 70 years: Mexico has 100 years, Jamaica has 95 years, Colombia has 80 years, and Guatemala and Samoa have 75 years. Honduras has a general copyright term of 75 years, but it does implement the rule of the shorter term.
