Oppose — Both categories contain text headers which make it clear that the categories serve a purpose different from what the nominator is proposing here. Support, as in Category:Airlines of the United States by state, all of the states, except Alaska and Hawaii, are in categories that are named: "Airlines based in ...". Funandtrvl (talk) 17:57, 5 October 2020 (UTC)[reply]
Comment: The usual format for companies of the United States by state, city or county is "Companies based in ... " Hugo999 (talk)
